Receiving Oral...why is it always mediocre?

I have put this challenge out before and its time to ask again.

Why is it so many can't seem to figure out how to give pleasurable oral sex? I know this goes for both men and women... There are women everywhere that say they love to suck cock... thats great but if you love it so much why do you do it so badly? And I know with the ladies a lot of times they would prefer most men not even go down because you are beating the s*!t out of their clit not pleasing it that is if they even found it.

I have never had a good oral experience
Its been great a couple times, mostly mediocre
About 50/50 (equally as good as bad)
