To small a town for public sex

I think Townsville is to small for public sex, and has very limited places as well. Most of those places are to well known.

 Typical small towns, everyone will know your business sooner or later. That's what bigger towns are for, besides more variety.

 Isn't public sex about the thrill of the possibility of getting caught? If so, then maybe that's the challenge; to find a place in your small town where it CAN be done (without getting caught, of course)!
